76 more days of the Bush charade,
With 110 cabinet posts at hand.
They'll be filled by imposing rows of Chicago Mafiosi,
The dream of every left-wing band.

76 long days til they crown That One,
With the 110th Congress left behind.
There are more than a thousand needs springing up like weeds;
There are hordes of folks to keep in mind.

There are operators, cogniscenti, union goons
Plundering, wondering how they can hold sway.
Double-dipping cronies, bums and high-class loons;

Ignoring specific content, an interesting theme is variously undermined by dropped/inserted/misstressed syllables. And whatever the content, here, like the play, the _parody's_ the thing ... or should be.

Stan, I agree that Con-gress' cannot be fixed. But try cab-net', cog'-ni-scenti and pand'-rers. Professor Harold Hill would not object! On the other hand, Marion the Librarian would.

Barry, I don’t want to nit-pick, but your observations deserve the honor of a reply. Assuming your comment indicates syllabic elisions (or in one instance, breaks) and stresses using dashes and apostrophes, respectively, as does my reply using capitalization and apostrophes ...

pand-rers --> "PANd’rers," as explicitly syllabically elided in your comment, word would have matched the OS’s lyrical lilt. “PANderers,” as actually used, introduces a metrical bump singers must smooth on their own initiative.

cab-net’  Although certainly a stressed syllable in “caberNET,” I’m unaware of any untorqued pronunciation of “cabinet” that gives its ending syllable more than a nodding secondary stress. It’s a fine word to commence a dactylic foot, but—at least as used with a central syllable intrusively intact—rather less suitable for the iambic sawtooth its lyrical locale demands.

cog’-ni-centi -> “CognoSCENTi” (note spelling, BTW), like most of its Italian language-mates, properly receives stress on its penultimate syllable, even when imported for use in English. How about something like “There are con men, cognoscenti, thuggish union goons”?

Marion the Librarian -> John Wayne’s real first name is “Marion.” The librarian’s is “Marian.”

Maybe if Professor Harold Hill sat down for a little chin-wag with Professor ‘Enry ‘Iggins they could straighten out all these issues to their mutual satisfaction.

Oh … and I think even more donkeys and fewer elephants than the recent election will ultimately have put there defines a demographic that would be a good start on fixing “Congress.”
